I.         JOB SUMMARY:


The role of the Program Consultantis to perform a wide variety of support to the following areas in terms of rural children development program, migrant youth inclusion and development program, early childhood care and development program for migrant children, and children affected by HIV/AIDs development program:


-            Program Design and Implementation


-            Program Partner /Stakeholder Relations


-            Program Fundraising


II. RESPONSIBILITIES AND TASKS:


-            In conjunction with program manager to develop program framework, program annual and three-year plan


-            Developproposal and budget of the programs which mentioned above as needed fromfundraising department


-            Analyze potential program partner for all of the programs mentioned above and build a partner database


-            Conduct program site selection, partner selection when new program launch as needed on behalf of program manager


-            Provide support to program assistant to carry out program plans as needed on behalf of program manager


-            Provide support to program assistant in terms of any challenge faced during program implementation process as needed on behalf of program manager


-            Establish and maintain programmatic relationships on behalf of program manager as needed


-            Maintain communication with experts on behalf of Program Manager and/or Technical Support Team as needed


-            Communicate/follow-up with donors as needed on behalf of Program Manager


-            Support the implementation of baselines, needs assessments, program monitoring and evaluations for programs


-            Provide support to technical support team for specified programs on behalf of program manager


-            Independently manage program(s) as needed on behalf of program manager, this may include program document management, carry out program plans, timely submit program report, etc


III. QUALIFICATIONS


A) EDUCATION/TRAINING/CERTIFICATION


-            Post-secondary education


B) EXPERIENCE


-            More than 5 years working experience in management/implementation of child development programs, (the person who is with working experience of program areas in rural education, migrant population, HIV/AIDs will be an asset).


-            Experience in building and maintaining partnerships with various partners including NGOs, CBOs, local government, etc.


-            Understanding of humanitarian and development issues that are specific to China


-            An understanding of sport for development goals and a willingness to promote the benefits of sport and play as a tool for learning and development


C) COMPETENCIES / PERSONAL ATTRIBUTES


-            Ability to oversee and design themed program framework and activities


-            Ability to oversee and support programming and project activities


-            Demonstrated high level of interpersonal and cross-cultural skills including the ability to strengthen collaborative relationships with sensitivity to cultural, ethnic, social and political issues


-            Ability to pragmatically solve problems and plan a course of action using analytical, conceptual, strategic and forward thinking abilities to achieve an effective resolution


-            Ability to work under pressure


-            Excellent oral and written communication skills


-            Strong analytical skills


-            Highly adaptable


-            Ability to multi-talk


-            Willingness and ability to travel


-            Legally able to live and work in China


D) KNOWLEDGE AND TECHNICAL SKILLS


-            Native speaker of Mandarin


-            Fluency in English


-            Understanding of government structure, practices and policy development procedures in China


-            Understanding of child development, protection, education and/or participation, child related policy in China as a strong asset


-            Computer literacy in MS Word, Excel, Power Point


Salary: Commensurate with experience

Mainly for Community Based Child Care and Development Pilot Program

I.         Background:         


Right To Play China is a global leader in developing and delivering play-based child development programs that foster the healthy physical, social and emotional development of children. Our programs also focus on life skills that will empower poverty-affected children and children in difficult situations to participate in their own development, rights and protection. Right To Play China promotes children’s increased access to quality basic care and developmental services.


II.         JOB SUMMARY:


The role of the Program Officer will report to Program Manager to help to coordinate and develop the program based in Yunnan, in close cooperation with the Program Manager, other RTP staff and partner staff. He/she will take part in all phases of the project management process (implementation, monitoring and evaluation).


III. RESPONSIBILITIES AND TASKS:


-            Complete program implementation timely and manage documents for programs.


-            Carry out implementation of programs plans


-            Submit narrative and financial reports on time


-            Support logistic and administrative elements to ensure smooth implementation of programs


-            Establish and maintain programmatic relationships


-            Liaise and follow-up with local partner NGOs, local government, teachers, parents and children on behalf of RTP (ie: via email, phone, fax, etc)


-            Maintain communication with experts on behalf of Program Manager and/or Technical Support Team as needed


-            Communicate/follow-up with donors as needed on behalf of Program Manager


-            Support the implementation of baselines, needs assessments, program monitoring and evaluations for programs activities according to the budgets, logical framework, work plan


-            Support curriculum development for specified programs


-            Support development of trainings for specified programs


-            Liaise/communicate with local stakeholders as necessary to support training, M&E, curriculum development


IV. QUALIFICATIONS


A) EDUCATION/TRAINING/CERTIFICATION


Any relevant university degree (Public Health, Social Sciences, Program Management…)


B) EXPERIENCE


-            3-4 years work experience in management/implementation of child development programs, experience in child development program implementation and management will be an asset (the person who is with work experience of orphans and children with disabilities will be an asset).


-            Experience in building and maintaining partnerships with various partners including NGOs, CBOs, local government, etc.


-            Understanding of humanitarian and development issues that are specific to China


-            An understanding of sport for development goals and a willingness to promote the benefits of sport and play as a tool for learning and development
